Young People 14-19: the National Picture

The 14-19 Education and Skills White Paper was launched in 2005. The Government Offices are working to ensure that young people have access to the services the need and are considered in the implementation of new policy.

We have a specific responsibility for Connexions Partnerships (CXS). We support them in achieving their target to reduce the number of young people (16-18) who are not in education, employment or training. We also oversee CXS delivery of Positive Activities for Young People and Millennium Volunteers. We are currently responsible for the performance management of CXS. By 2008 this responsibility will pass to the local authorities. GOs will be working with CXS and local authorities to make sure that the transition process is successful. The budgets for local CXS will then be the responsibility for local Children’s Trusts.

 

Children's Trusts are a change in how children's services are both planned and delivered. They are a way of working together with local partners, as well as sharing information, resources and pooling budgets. They bring together local authorities, health services, social services and more to make accessing services more straightforward. We have a duty to support the development of Children’s Trusts.

 

We also want to encourage young people to volunteer and contribute to their local community.  £115m has been made available through the Youth Opportunity Fund and the Youth Capital Fund to make this happen. We are responsible for making sure that local authorities spend this money appropriately.
