Government Offices work with regional partners to reduce the gap in economic growth rates between regions. With their regional partners, the Government Offices provided input to the Government’s Spending Review 2004, which sets out plans for government spending from 2005–2008. ‘Regional Emphasis Documents’ were jointly prepared by the Government Office, Regional Development Agency and Regional Assemblies in each English region.

This has been a collaborative effort between Government Office for the West Midlands and Advantage West Midlands, supported by a Steering Group whose membership includes:
- West Midlands Regional Assembly
- Local government
- Higher education
- CBI
- West Midlands Business Council
- Local Learning and Skills Councils
- Chambers of Commerce
A regional action plan has been drawn up that in essence maps the West Midlands Regional Economic Strategy against the drivers of productivity and employment. This action plan will be adapted as and when new policy initiatives are launched.
